The court held that although the Directorate of Immigration and Citizenship Control is a public body subject to judicial review, the applicant failed to exhaust the statutory remedy of appealing to the Minister as required by section 10(1) of the Uganda Citizenship and Immigration Control Act. The applicant's claim of having appealed was unsupported by evidence. On the merits, the court found that the applicant was given an opportunity to respond to the complaint against him by being invited to the office, informed of the allegations, and allowed to submit a written statement.
