Under Article 23(6)(c) of the Constitution and Paragraph 10 of the Bail Guidelines, they are entitled to mandatory bail. The Applicants presented substantial sureties, whose identities and relationships were verified, and provided evidence of fixed places of abode through national identity cards and local council introductory letters. The Respondent did not object to the sureties or dispute the Applicants' addresses.
