Ratio Decidendi

The Rent Control Board has no power to review its own decision after a full hearing on the merits. Once the Board has rendered a decision, it becomes functus officio and cannot revisit the matter unless there is express statutory authority permitting such review. The cited Supreme Court cases only address the Board's power to set aside ex parte decisions and do not extend to decisions made after a full hearing. Furthermore, an order by the Board setting aside its previous decision is not a 'determination' within the meaning of section 7 of the Increase of Rent, etc., Ordinance, and therefore no appeal lies against such an order. The appeal is accordingly dismissed.
