The Notes to Chapter 30 of the HS System expressly exclude preparations of headings 33.03 to 33.07, including shampoos, from pharmaceutical classification, regardless of their therapeutic or prophylactic properties. The National Drug Authority's registration of Ketomac as a drug does not affect its customs classification.
