The respondent failed to take essential steps required by law to prosecute her appeal, specifically by not filing the Memorandum of Appeal and Record of Appeal within the timelines set out in the Parliamentary Elections (Interim Provisions) Rules, S.I. 141-2. The excuse that the lower court did not provide the necessary documents was rejected as unfounded, given the clear provisions governing appeals in parliamentary election petitions.
