The Court held that, although the general rule is that costs follow the event and the successful party is entitled to costs, the doctrine of functus officio prevents the Court from revisiting or altering its previous order dismissing the main suit without costs. The present application did not constitute an appeal, review, or any other recognized postjudgment procedure that would allow the Court to reconsider its decision on costs. Therefore, the Applicants' request for costs could not be entertained, and the application was dismissed. Each party was ordered to bear its own costs.
