The proper approach under Order 7 Rule 11(a) of the Civil Procedure Rules is to construe the plaint as it stands, without reference to extraneous matters or evidence. The plaint, as amended, alleged facts sufficient to disclose a cause of action, including unlawful interdiction for more than two years and retirement in public interest based on advice that was allegedly ultra vires the Public Service Commission Regulations.
