The respondent's requirement for the petitioner to seek authorization to leave the jurisdiction and report his return, and the seizure of his passport, were unreasonable and in contravention of Articles 11 and 22(1) of the Constitution of Zambia. The failure to present the petitioner before a competent court within a reasonable time after arrest was a violation of Article 18(1).
