The plaintiffs' delay of over one year in applying to restore the matter after dismissal was inordinate and inexcusable. There was no sufficient or material reason for the delay, and the plaintiffs failed to demonstrate that their non-compliance with the 'unless order' was due to extraneous circumstances rather than laxity. The court's discretion to extend time was not warranted in the circumstances, and allowing the application would encourage non-observance of court rules.
