Ratio Decidendi

The 1st respondent's jurisdiction is limited to Naliele as per Statutory Instrument No. 95 of 2004, and he is not chief over the whole of Kaoma District or over Chief Mutondo's defined area of jurisdiction. The appellant is recognized as chief over Lukena, Shibumbwe, Luambua, and Lalafuta. The 1st respondent is ordered not to interfere with the appellant's functions and authority in those areas. The lower court erred in not making this clear order, but the recognition of the 1st respondent as Senior Chief was not wrongful.
