Ratio Decidendi

The applicant has met the requirements for enforcement of the charging order by sale, having identified the properties, provided the charging order and entries from the Lands Register, and exhibited a valuation report with sale proposals. However, due to the lapse of time, a fresh valuation by the Government Valuation Department is required before sale. The appointment of a receiver is not necessary as no such application is before the court.
