Ratio Decidendi

The Chief Registrar of Lands and Deeds acted ultra vires in cancelling the Appellant's Certificate of Title, as Section 11 of the Lands and Deeds Registry Act does not confer such power. Only the High Court can order cancellation after due process. The Appellant followed all legal procedures, and no evidence of fraud or impropriety was established. No valid complaint was raised within the limitation period. The purported cancellation is null and void, and the Certificate of Title must be reinstated.
