The High Court cannot review or annul decisions of the Constitutional Court under Article 28, even on grounds of alleged violations of the Bill of Rights. The Constitutional Court's decisions are final and not subject to review by lower courts. The High Court's jurisdiction under Article 28 is limited to enforcement of the Bill of Rights and does not extend to reviewing superior courts. Appeals from any determination under Article 28, whether interlocutory or substantive, lie to the Supreme Court. The Appellants' petition amounted to a multiplicity of actions and an abuse of court process.
