Ratio Decidendi

There was no express or implied agreement binding ZESCO to connect electricity within six or eight months. The contract and Regulation 14 only required connection within a reasonable time, which, given the procurement process, COVID-19 delays, and ZESCO's status as sole supplier, was found to be one year and some weeks. The appellant's notice did not make time of the essence, and judicial notice of ZESCO's status was properly taken. No breach of contract occurred.
