Ratio Decidendi

Where a bookmaker applies for renewal of its license before expiry and is authorized to continue trading pending determination, the license remains in force and contracts entered into during this period are legal and enforceable. However, betting rules prohibiting duplication of bets are binding if properly displayed, and bets placed in violation are void. The appellant is entitled to winnings on one valid ticket and a refund for voided tickets, but not winnings on duplicated bets.
