Ratio Decidendi

Section 328 of the Constitution does not require Parliament or the Speaker to re-initiate the gazetting and public consultation process for amendments made to a Constitutional Bill after initial compliance. Parliament is empowered to amend Bills, including Constitutional Bills, during the Committee Stage as provided by Standing Orders. There is no constitutional obligation on the President to scrutinize the Bill for procedural compliance before assent. The application fails as no constitutional obligation was breached.
