The applicant does not have prospects of success on appeal against conviction, as the evidence supports the finding that he abused his office by bypassing tender procedures. However, due to the respondent’s concession regarding the need for guidance on sentencing for corruption, the applicant should be allowed to apply for leave to appeal against sentence.
