Ratio Decidendi

The majority held that the applicants had locus standi as parties to the original proceedings and that the application was a continuation of those proceedings. The constitutionality of the order sought could not be debated without revisiting the final order of 31 March 2020, which is impermissible. The delay in compliance was not inordinate and was reasonably explained by COVID-19 restrictions. The extension of time was therefore granted.
