Ratio Decidendi

The application was struck off because the applicant sought incompetent relief by failing to seek suspension of the implementation of the garnishee notices. Since the garnishee notices had already been issued and served on the bank, the only effective interim relief would have been to suspend their operation, which the applicant did not seek. As a result, the application was fatally defective and could not proceed to the merits.
