The applicant was entitled to written reasons for the respondents' refusal to provide information under the Administrative Justice Act. The failure to exhaust domestic remedies under the Freedom of Information Act did not bar the application, as the relief sought was not for the information itself but for the reasons for refusal. Non-joinder of CMED was not fatal as it had no direct interest in the relief sought. The respondents failed to provide any evidence that they had supplied the requested information or reasons, and thus the application succeeded.
