The law regulates all matters concerning the Federal courts of first instance relating to their organization, formation, circuits, territorial jurisdiction, procedures, the oath taken by the judges of these courts, conditions of their employment and the modes of challenging their decisions. The law may provide for the appeal of their judgments before one of the Chambers of the Federal Supreme court in the instances and according to the procedures provided for therein.
