1. The Supreme Council shall lay down its own bye - laws which shall include its procedures for the conduct of business and the procedures for voting on its decisions. The deliberations of the Council shall be secret. 2. The Supreme Council shall establish a general Secretariat consisting of an adequate number of personnel to assist it in the performance of its duties.
