The governments of the Emirates shall take the necessary measures to implement the laws enacted by the Federation as well as all international treaties and agreements concluded by it including issuance of all laws, regulations, decisions and local orders necessary for this implementation. The Federal authority shall supervise the implementation by the governments of the Emirates of all laws, regulations, international treaties and agreements and Federal judicial decisions.
