The President of the Federation shall open the Council’s first ordinary annual session and shall deliver a speech that includes the status of the country, the most important events and major affairs that occurred during the year and the projects and reforms the Government intends to achieve during the coming session. The President of the Union may delegate for the inauguration of the session or for delivering the speech the Vice President or the Prime Minister of the Federation. The Federal Council shall select, from among its members, a committee to prepare the draft reply to the inaugural speech including the Council’s observations and wishes. After approval of the Council, the reply shall be submitted to the President of the Federation for consideration by the Supreme Council.
