Official sourcehttps://legaladviceme.com/legislation/120/uae-constitution-of-united-arab-emirates 19/34 8/17/2019 The Constitution of the United Arab Emirates - Legal Advice Middle East In so far as this does not conflict with the provisions of Article (110), Federal draft laws, including financial bills, shall be submitted to the National Federal Council prior to their submission to the President of the Union for presentation to the Supreme Council for ratification. The National Federal Council shall discuss these bills and may pass, amend or reject them.
