The powers of the Governor-General under subsection (1) of this section shall be exercised by him in accordance with the advice of a Minister designated by him acting in accordance with the advice of the Prime Minister. ADVISORY COMMITTEE ON PREROGATIVE OF MERCY. 85.- There shall be an Advisory Committee on the Prerogative of Mercy which shall consist of- a. the Minister referred to in subsection 84(2) of this Constitution who shall be Chairman; b. the Attorney-General (if he is not the Chairman); c. the Chief Medical Officer of the Government; d. not more than four other members appointed by the Governor-General, after consultation with the Prime Minister and the Leader of the Opposition.
