A Minister who is so requested to attend any proceeding of the House may take part in the proceedings solely for the purpose of giving explanations concerning matters falling within his portfolio and he shall not vote in the House. QUALIFICATIONS FOR ELECTION AS A MEMBER OF THE HOUSE. 38.- Subject to the provisions of section 39 of this Constitution, any person who at the date of his election- a. is a citizen of the age of twenty-one years or upwards; b. has resided in Antigua and Barbuda for a period of twelve months immediately preceding the date of his election; and c. is able to speak and, unless incapacitated by blindness or other physical cause, to read the English language with sufficient proficiency to enable him to take an active part in the proceedings of the House. - shall be qualified to be elected as a member of the House.
