Article 94  Attendance by legislators a. The regulations for the course of business in both the Consultative Council and  Legislative committees the Chamber of Deputies and their committees, and the principles governing debate, voting, questioning, cross-examination and all the powers prescribed in the Constitution shall be prescribed by law, and similarly the penalties for a member being in breath of regulations or failing to attend chamber or committee sessions without acceptable excuse. b.
