ARTICLE 105. The initiation of bills shall belong concurrently to the President of the Republic and to the members of the National Assembly. Government bills shall be deliberated in the Council of Ministers, after an opinion substantiated by the Supreme Court, requested in accordance with Article 132 of the present Constitution, and deposited in the Office of the National Assembly. The bills and draft bills shall be sent before deliberation in plenary session to the suitable committee of the National Assembly for examination. The draft budget of the National Assembly may not be examined in committee or in plenary session without having been previously submitted to the Office of the said Assembly.
