ARTICLE 104. Resolutions, draft bills and amendments which are not in the domain of the law shall be inadmissible. The inadmissibility shall be pronounced by the President of the National Assembly after due deliberation of the Office [of the National Assembly]. If it appears that the proposal or the amendment would be contrary to a delegation accorded by virtue of Article 102 of the present Constitution, the Government may oppose the inadmissibility. In case of a dispute about paragraphs 1 and 3 of the present article, the Constitutional Court, upon the request of the President of the National Assembly or the Government, shall decide within a period of eight days.
