ARTICLE 136. The High Court of Justice shall be competent to judge the President of the Republic and the members of the Government by reason of blatant charges of high treason, of infractions committed in the exercise of or on the occasion of the exercise of their duties, as well as to judge their accomplices in case of a plot against the security of the State. The regular courts shall remain competent for infractions perpetrated outside the exercise of their duties and for which they shall be criminally responsible.
