ARTICLE 145. Peace treaties, treaties or agreements relating to international organization, those which involve the finances of the State, those which modify the internal laws of the State, those which allow transfer, exchange or addition of territory may be ratified only in accordance with a law. No transfer, no exchange, nor addition of territory shall be valid without the consent of the interested populations.
