ARTICLE 99. The financial laws shall determine the receipts and expenditures of the State. The laws of settlement shall control the execution of the financial laws, with the reservation of further verification of the accounts of the Nation by the Chambre des Comptes of the Supreme Court. The laws to carry out a program shall fix the objectives of the economic and social action of the State.
