1. As autarquias locais têm finanças e património próprios. 2. A lei define o património das autarquias locais e estabelece o re- gime das finanças locais, tendo em vista a justa repartição de recursos públicos entre o Estado e as autarquias, bem como os demais princí- pios referidos neste título.
