Article 97 The authorities established in the Republic of Djibouti shall continue to exercise their functions and the current institutions are maintained until the establishment of the new authorities and institutions. The Senate shall be instituted when all the conditions necessary for its creation are met. Djiboutien proclame solennellement son attachement aux principes de la Démocratie et des Droits de l'Homme tels qu'ils sont définis par la Déclaration Universelle des Droits de l'Homme et par la Charte Africaine des Droits de l'Homme et des Peuples, dont les dispositions font partie intégrante de la présente Constitution. Il affirme sa détermination à établir un État de Droit et de Démocratie pluraliste garantissant le plein épanouissement des libertés et droits individuels et collectifs ainsi que le développement harmonieux de la communauté nationale. Il affirme sa volonté de coopérer dans la paix et l'amitié avec tous les peuples qui partagent ses idéaux de liberté, de justice et de solidarité, sur la base du respect mutuel de la souveraineté nationale et de l'intégrité territoriale. TITRE PREMIER : DE L’ÉTAT ET DE LA SOUVERAINETE Article premier L'État de Djibouti est une République démocratique souveraine une et indivisible. Il assure à tous l'égalité devant la loi sans distinction de langue d'origine de race de sexe ou de religion. Il respecte toutes les croyances. Sa devise est "Unité, Égalité, Paix". Son principe est le Gouvernement du peuple par le peuple et pour le peuple. Ses langues officielles sont : l'arabe et le français.
