تكفل الدولة دعم الالمركزية اإلدارية والمالية واالقتصادية ،وينظم
القانون وسائل تمكين الوحدات اإلدارية من توفير المرافق المحلية،
والنهوض بها ،وحسن إدارتها ،ويحدد البرنامج الزمنى لنقل السلطات
والموازنات إلى وحدات اإلدارة المحلية.
