يكون للوحدات المحلية موازنات مالية مستقلة.
يدخل فى مواردها ما تخصصه الدولة لها من موارد ،والضرائب
والرسوم ذات الطابع المحلى األصلية ،واإلضافية ،وتطبق فى تحصيلها
القواعد ،واإلجراءات المتبعة فى تحصيل أموال الدولة.
وكل ذلك على النحو الذى ينظمه القانون.
