الثقافة حق لكل مواطن ،تكفله الدولة وتلتزم بدعمه وبإتاحة المواد
الثقافية بجميع أنواعها لمختلف فئات الشعب ،دون تمييز بسبب القدرة
المالية أو الموقع الجغرافى أو غير ذلك .وتولي اهتماما ً خاصا ً بالمناطق
النائية والفئات األكثر احتياجا ً.
وتشجع الدولة حركة الترجمة من العربية وإليها.
