يقوم المجتمع على التضامن االجتماعى.
وتلتزم الدولة بتحقيق العدالة االجتماعية وتوفير سبل التكافل
االجتماعى ،بما يضمن الحياة الكريمة لجميع المواطنين ،على النحو
