Official sourceArticle 59: The President of the Republic shall have the prerogative of issuing decrees and
directives in the form of laws in the interval period between two constituting sessions of the
National Council if there is a pressing need for legislation, or in the case of the dissolution of
the National Council or expiry of its term, or in the case of an extreme case of emergency or
when the Constitution is rendered inoperative.
