1 Standing orders which provide for the appointment of committees may include provision for those committees to have power to appoint sub-committees. 2 The standing orders shall include provision for ensuring that, in appointing members to committees and sub-committees, regard is had to the balance of political parties in the Parliament. 3 The standing orders may include provision for excluding from the proceedings of a committee or sub-committee a member of the Parliament who is not a member of the committee or sub-committee.
