1 The Lord Chancellor may— a appoint persons to serve as members of the Commission's staff; b make arrangements in the name and on behalf of the Commission for other assistance to be provided to the Commission. 2 The Lord Chancellor may not exercise his powers under sub-paragraph (1) later than— a the end of 3 years after the day on which the Commission is first constituted in accordance with paragraph 1, or b such earlier time as the Commission may determine. 3 If there is a chief executive of the Commission the Lord Chancellor may not exercise his powers under sub-paragraph (1) without the agreement of the chief executive.
