Substituting a minister

(a) Should a minister, excluding the Prime Minister, be absent from the country, the Government may decide that another minister shall substitute for him. The substitute shall perform all, or part of the duties of the Minister, all as determined by the Government. (b) Should a minister temporarily cease to perform his duties, or be incapable of doing so, the Prime Minister or another minister designated by the Government, shall fill the position. (c) The period in which the position of the Minister, who ceased to serve as stated in clause (b), shall be filled, shall not exceed three months.
