Official sourceArticle 13837: In addition to instances when the Council of Ministers or a minister is assigned to
draft the regulations for implementing the laws, the Council of Ministers has the authority to
establish regulations and protocols for fulfilling administrative duties, for securing the
implementation of the laws, and for organizing administrative offices. Each one of the ministers,
also, within the confines of his own duties, and the legislation of the Council of Ministers, has
