31. QUALIFICATIONS FOR ELECTION Subject to the provisions of section 32, a person shall be qualified to be elected as a member of the House if, and shall not be so qualified unless, he or she— (a) is a citizen of the age of 21 years or upwards; (b) was born in Saint Lucia and is domiciled and resident there at the date of his or her nomination or, having been born elsewhere, has resided there for a period of 12 months immediately before that date; and Laws of Saint Lucia Constitution of Saint Lucia Cap. 1.01 43 Revision Date: 31 Dec 2006 (c) is able to speak and, unless incapacitated by blindness or other physical cause, to read the English language with a degree of proficiency sufficient to enable him or her to take an active part in the proceedings of the House.
