Official source18. CONSTITUTION OF BOARD FOR APPEALS
A sitting of the Board for the purpose of hearing and determining an appeal shall be duly constituted if the members of the Board sitting on that appeal shall comprise—
(a) the chairperson and all the members;
(b) the chairperson and one member; or
(c) two members (neither of whom is the chairperson).
