102. Pardons Committee on Prerogative of Mercy (1) There shall be a Pardons Committee on the Prerogative of Mercy which shall consist of a Chairman and two other members appointed by the King acting in accordance with the advice of the Judicial Service Commission from among persons who are not public officers or members of either House of Parliament. (2) The office of the Chairman or of any other member of the Committee appointed under subsection (1) shall become vacant - (a) at the expiration of three years from the date of his appointment; or (b) if the King, acting in accordance with the advice of the Judicial Service Commission, so directs; or (c) if any circumstances arise that, if he were not a member of the Committee, would cause him to be disqualified to be appointed as such under subsection (1). (3) The Committee may act notwithstanding any vacancy in its membership and its proceedings shall not be invalidated by the presence or participation of any person not entitled to be present at or to participate in those proceedings. (4) The Committee may regulate its own procedure.
