Official source45. Valsts Prezidentam ir tiesība apžēlot noziedzniekus, par kuriem tiesas spriedums stājies likumīgā spēkā. Šo tiesību izmantošanas apjomu un kārtību nosaka īpašs likums. Amnestiju dod Saeima.
