Article 94. Proclamation of laws The President of Montenegro shall proclaim the law within seven days from the day of adoption of the law, that is, within three days if the law has been adopted under a speedy procedure or send the law back to the Parliament for new decision-making process. The President of Montenegro shall proclaim the re-adopted law. 2. PRESIDENT OF MONTENEGRO Head of state powers Article 95. Responsibility The President of Montenegro: 1. Represents Montenegro in the country and abroad; Foreign affairs representative 2. Commands over the Army on the basis of the decisions of the Defense and Designation of commander in chief Security Council; Advisory bodies to the head of state 3. Proclaims laws by Ordinance; 4. Calls for the elections for the Parliament; 5. Propose to the Parliament: the Prime Minister-Designate for composition of the Constitutional court selection Government after the completion of the discussions with the representatives of Ombudsman political parties represented in the Parliament; two judges of the Constitutional Head of government selection Court and the Protector of Human rights and Liberties; 6. Appoints and revokes ambassadors and heads of other diplomatic missions of Foreign affairs representative Montenegro abroad, at the proposal of the Government and after obtaining the opinion of the Parliamentary Committee responsible for international relations; 7. Accepts letters of accreditation and revocation of the foreign diplomats; Foreign affairs representative 8. Awards medals and honors of Montenegro; 9. Grants amnesty; Power to pardon 10. Performs other tasks stipulated by the Constitution or the law. Head of state selection Article 96. Election Secret ballot The President of Montenegro shall be elected on the basis of a general and equal electoral right, through direct and secret ballot. Eligibility for head of state A Montenegrin citizen residing in Montenegro for minimum 10 years in the past 15 years may be elected for the President of Montenegro. The Speaker of the Parliament shall call for the elections for the President of Montenegro.
