The temporary impediment of the President of the Republic is declared by the High Constitutional
Court, referred to the matter by the National Assembly, deciding by a majority of two-thirds of its
members, for cause of physical or mental incapacity to exercise his functions, duly established.
In the case of temporary impediment, the President of the Senate provisionally exercises the
functions of Head of State.
